You can use custom CSS for sure. To be able to edit HTML is not an option. However, if you are using a custom theme, you can make the changes on a localhost and upload the theme files again. See this document for more information about custom themes under the business plan.

I have another question. I’m hosted on Bluehost at the moment and I don’t know how to remove the WordPress branding on my website’s footer. Do I need to upgrade the Jetpack plan to remove the WordPress branding?

This is the place to get help for WordPress.com hosted sites only.
For self-hosted WordPress.org sites, you can get some help in the support forums at https://wordpress.org/support/forums/
As an alternate, you can also contact the support team/ developers of the theme you are using.
WordPress.org and WordPress.com are different with separate documentation and support forums and it can be little confusing. More information about the differences can be found here: https://en.support.wordpress.com/com-vs-org/

I share your confusion. When I started I was also perplexed with this. Any WordPress site not hosted with WordPress.com is a self-hosted WordPress.org site.
