Editing toolbar problem!

i am going MAD!!!!!!!!
I have two pages, on one i have ”two” editing toolbars for my pages, the top one with bold, italic, quotes, links ect and the bottom one with text options (heading 1 ,2 ,3 ect), textcolor, eraser ect.
On one of my pages both these toolbars are there but on the otherone the bottom one is missing! i have tried everything i can think of and i can’t get it to appear! please help me!

No second toolbar on

@musing, are you talking about the second row of main icons (not the ones for inserting images)? If so, the last icon on the right of the main row of icons is the “kitchen sink” icon and will toggle the display of the second row of icons.
