Are you trying to create a page or a post with a particular editor?

or do you want to access the theme code editor option that is only available in the WordPress.org platform?

The editor tab is to get access to code files. On WordPress.com you must be either on a business plan or higher to get access to all the code files via FTP.

If you are using the WordPress.org platform for your site then you will get the option of Theme editor and that’s because third-party hosting has allowed you to change the theme files.

WordPress.org and WordPress.com are two different platforms. For more information on both the platform please refer to the link below: https://wordpress.com/com-vs-org/

You can edit the code on both the platform but to edit here on WordPress.com you must be on a business plan or higher.
