Editor and Plugins

  Hello, I’m correctly doing my assignment and I can’t access editor mode or plugins. I typed the URL link to editor but failed doing so from me apparently being blocked from that section. Would you know if my school is blocking me from those to regions or have I deactivated editor/plugin mode? If so, how can I unblock it?
