Hello!
When you say “editor”, do you mean CSS editing?
If so, please read this article:
https://en.support.wordpress.com/custom-design/Only WordPress Premium and Business accounts have access to CSS editing. It is accessible through the site itself, but only if you already have the purchased plan.
I hope this answers your question!

I read the link you sent thanks!
Also I’ve researched a little before about wordpress because I am new at this and was wondering if i need a “host”, I’ve seen it come up in a lot of videos. My website will not consist of much at the moment but I need more access to it than the free option and am willing to buy the premium. What benefits will I have in getting a “host” website. (not really sure what “host” entails)

Basically, WordPress is a software to manage websites.
This is WordPress.COM which is a host itself. You can have a free, or one the 3 paid WordPress plans, and they will host your site for you. Its all simple, and if you use a paid plan through WordPress.COM you have access to their Staff, who can be very helpful in all issues.
You also have the option of using WordPress software on other, 3rd party hosts. They will let you use the WordPress software on their servers and then host (post online and manage) the site for you. There are more freedoms in this, in that different hosts might have different plan and pricing options than WordPress.COM that you might prefer.
It all depends on what you are looking for. You can read more over on WordPress.ORG, which is all the information for using WordPress software on other hosts.
Let me know if you have any more questions!
