'Editor' Theme. Create Horizontal nav?

Hey,
I’ve been used to self hosted wordpress and having complete control over the website but I’ve been asked to take a look at a website for someone.
They’re using the ‘Editor’ theme, which has a vertical (side) navigation bar. Is it possible to create an additional navigation bar that runs horizontally at the top?
I have access to CSS styling but I don’t think creating a new nav will be possible. Any suggestions? Am I stuck?
Other requests are change the colour scheme, which I believe can be done with little issue, and furthermore a ‘splash’ screen for when you first come to the website – this doesn’t seem possible. With normal WP I’d have had a fullscreen page done with js which would allow you to click through but it doesn’t seem possible with WP.com. Thoughts?

Hi there, on the navigation, we can turn the nav in the sidebar into a horizontal navigation, but because Editor is a responsive design that adjusts and change for all different screen/window widths, it is problematic and never works cleanly.
There are a few options for changing the color scheme if you have the WordPress.com Premium Plan upgrade, which includes Custom Design. One is the ability to select color palettes from within the customizer. In addition, you can create CSS rules to to change the colors on all elements in the theme as desired.
