  I am interested in purchasing a elearning plug-in and uploading to site…can i utilize a different plan besides the one for $25.00 per month?

  Only the Business plan allows you to upload additional plugins beyond ones already pre-loaded at WordPress.com. Note that plans are paid for annually in advance, not monthly. To upgrade: https://wordpress.com/plans

  You can only install a plugin only if you have a business plan.
