I purchased a theme from elegant themes. Their install directions said to go to my wp dashboard, click appearance then themes then install theme where i can then browse to find my theme i just purchased and upload it. Yet there is no tab for install theme. Is this possible to do, I was under the impression that it worked with wp

You must understand that there are very different flavors of WordPress. If you use wp.com then you cannot upload a theme you purchased from the internet. You have no access to FTP or plug-ins here.

thank you for your response. So I may be a total caveman, but what can i use these purchased themes on then? How do i get them to work? I looked at the links you sent and still feel rather lost

You would have to get your own domain name, hire a web host such as godaddy, bluehost, dreamhost, etc., and then install and configure the wordpress.ORG software on that web host. Figure an average monthly cost of $10 to $25, all things considered.
You will also be responsible for all installations, upgrades, backups and troubleshooting. If something goes wrong, you have to figure it out and fix it.
WordPress has made it a lot easier to self-host a wordpress.ORG site, but it still requires more work and skills.

No, not a caveman! It’s sort of like buying telephone service. You need to have a name (on the internet it is not the name you were born with—usually you pay for the name), then someone to provide the service to connect you, and finally someone to provide the structure (software) to make the connection work.
With wp.ORG:
You buy a name.
You will have to pay someone (a company) to host your site .
(sometimes the company which hosts your site will sell you the name as well.)
Then you download the (free) WordPress.ORG software.
Then install your purchased theme.You will pay for the hosting at someplace like GoDaddy, Netscape, or hundreds (thousands?? ) of others.
If something goes wrong, then you are responsible to fix the problem.With wp.com, the name is free (with the “wordpress.com ending)
and the hosting is free (with the TOS restrictions—read those carefully)
and the software is free.
If something goes wrong, then wp.com will (eventually)fix it
