  my friend told me about http://www.elegantthemes.com/
  its really good but before i buy it i would like to know if i can actually use them.

  the how to video talks about a “add new” button in the Settings->Appearances-> themes

  however i do not see this button when i go there.

  Themes can’t be uploaded to sites hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
