  Do all yearly plans contain the Elementor plug-in. I would like to make a personal site using it.

  No they don’t. If you really want to use Elementor you must upgrade to the Business or eCommerce Plan, https://wordpress.com/pricing/

  Hi there,

  As @staartmees mentioned in their reply, you’ll need to upgrade to the Business or eCommerce plan to be able to install a plugin like Elementor.

  Please note that you’ll be able to install the free version of the Elementor plugin, but if you want the premium version you’ll have to purchase a license from the maker of that plugin.

  The free version of Elementor is very limited. In fact the block editor of wordpress.com has more possibilities and is far more better as it keeps the html-code very clean.
