Elementor Pro with WordPress Free

Hi,
TLDR: Is anyone able to confirm if, installing WordPress FREE version on to a website hosted on GoDaddy Web Hosting will allow me to install plug-ins, specifically Elementor Pro (which I will purchase a annual subscription from Elementor directly)
I have contacted the support of Elementor, and I asked them the following question:
‘Hi, I am thinking of purchasing the Expert Plan (25 websites) to create websites for clients. I will use a hosting provider (GoDaddy Web Hosting Ultimate) which provides cPanel as part of it’s package. This will allow me to install WordPress on to these websites, however I believe it will only installs the Free version of WordPress as standard. Normally, when creating a website directly on WordPress builder, I am not able to install any version of Elementor (free or paid) without paying for WordPress Pro.
My question is, if I buy the expert plan from you, will I still be required to also pay for WordPress Pro just to be able to use Elementor Pro?’
They say to me that I would be able to install wordpress on my websites through wordpress.org (rather than .com). Would this, however, definitely allow me to install Elementor Pro (a plug-in) to this website (which has WordPress FREE).
Is anyone able to confirm this is true?

You can’t install a third party plugin as Elementor on the free plan. To do so you must upgrade to the WordPress pro Plan.
However you really don’t need that Elementor thing; it produces very heavy html code. Just use the native Gutenberg block editor: it produces clean and fast html code; -

I believe that’s correct, as open-source WordPress software (from WordPress.org) allows plugins to be installed.

If, however, you wish to purchase plugins on WordPress.com, then you must subscribe to the Pro plan.

Thank you. I believe the confusion has been due to WP.com and WP.org.
I will have already paid for hosting. I then want to install WP on my sites (through cPanel) and install plug-ins for free (the available FREE plug-ins, at least).
At the moment, I have a trial account with WP.com, which makes you upgrade to PRO just to install free plug-ins, but I believe this is because plug-ins are quite intensive on traffic/storage, hence why you are being asked to upgrade. Whereas having my own external (non WP) host means I can install free WP plug-ins on the WP.org version.
