Elements missing from some themes

The themes that are supplied for the free blogs are nice enough. However, some of the ones that most fit my needs looks-wise don’t include some of the elements I want in my blog.
For instance, some themes do not include one’s tag line under the name of the blog. Others don’t include a link to the “About” page. Some have an excerpt from the About page on the home page, which I would prefer to have, while most don’t.
Is there any way to add those elements to the themes that don’t have them?

All themes used here are themes that were designed by people outside of wordpress. WordPress does not modify the themes here except to make sure they work properly on the multi-user version of wordpress used here, and for security issues. They honor the theme author’s design.
Whether a theme shows the tagline or not was the theme designer’s choice.
If you want an about page, then create one. Some themes have top navigation and some do not. If they do not, you can use the pages widget in the sidebar and it will display links to the pages that you create. Again, whether the theme has top navigation or not was the decision of the theme designer, and again wordpress honors the author’s design.
If you want an about blurb in the sidebar, create one using a text widget in the sidebar. Whether there is an automatic about blurb or not was the theme designer’s choice.

Top navigation cannot be added to a theme that does not have it. It would require alteration of the underlying theme PHP script files, and we do not have access to those files. This is a multi-user platform which means we all share the same underlying files. A change made by one would effect everyone using that theme.
