WordPress.com provide e-mail forwarding only , but if you’d rather have full email hosting, you can connect another provider to your custom domain. You can read more here:
https://en.support.wordpress.com/add-email/Note that all of the above work only if you have purchased a custom domain. The free WordPress.com blogs don’t have that.
