  we are new to blogosphere and wonder if there is a way to get an email account connected to the blog. in other words, we have http://www.makingoutinmuseums.com and since we will be accepting submissions we wondered if there was a place on the blog that would have a link to something like (email visible only to moderators and staff) or (email visible only to moderators and staff).

  or do we set up a google email account called (email visible only to moderators and staff)? and have that email posted on the blog so that people can send stuff to us?

  You could use Google Apps to host your custom domain email:
  http://en.support.wordpress.com/domain-mapping/google-apps-email/

  By the way, you might want to look into building a custom contact form for submissions:
  http://en.support.wordpress.com/contact-form/
