I recently changed internet service providers and no longer have access to the email that I used when I set up this blog. How can I change my email to my new address if I can’t get a confirmation email at my old address?

When you change your email address, a confirmation email is sent to the new address as well, so if you can confirm it there the change will be completed. You can update your email address here:
