I am not getting e-mails when I receive new followers even though that is the setting I have marked.
The blog I need help with is: (visible only to logged in users)

Please confirm that your email address is correct.
You have two separate email address settings at WordPress.com.
http://en.support.wordpress.com/email-address/Blog notifications for the admin (like comment moderation, Likes, new subscriptions, etc) are sent to the email address at Settings -> General in the Dashboard.
Personal notifications (like comments on your post, subscription emails, and upgrade renewals) are sent to the email address at Users -> Personal Settings in the Dashboard.
Please confirm your settings here are correct > Settings > Discussion

Are these new WordPress.com followers, or new email (non-WordPress.com) followers?
We only send out email notifications for WordPress.com followers.

They are non-word press followers.
I guess I thought you’d send out a notification with any new follower.
When I began the blog (about a year ago) I remember getting emails for non-word press followers and then it seemed they stopped. Was this a change since then, maybe? -
Yes, that’s about when we made the change.
When a WordPress.com user subscribes, we can sent you their name, gravatar, and blog URLs as a way to know who it was and encourage you to visit them.
If the subscriber is not a WordPress.com user, the only identifying information we have is an email address, and we can’t send that due to our privacy policy. Considering that, we decided that sending a bunch of “someone who we can’t tell you about subscribed to your blog” emails wasn’t really of benefit to most people and actually more of a source of confusion.
