Email Post Changes not Sending to all listed email address

I am just setting up my first word press blog and would like all posts send to my registered users. Before I get too far along, I tested the email functionality. While I get all of the posts, others (both users) and others do not. What am I doing wrong?
The blog I need help with is: (visible only to logged in users)

I’ll tag this thread for Staff assistance. Please subscribe to the thread so you are notified when they respond and please be patient while waiting. Please post the usernames if the people have WordPress.com accounts. If they don’t please post the email addresses for those two people knowing the software will redact (hide) them and only Staff can see them.

Please make sure the other users have their notification and delivery settings correctly set to receive e-mails.

Thanks for the suggestion, but both have their settings as “instant”, but the shouldn’t matter for those who aren’t currently users. Other thoughts would be welcome since it is frustrating -
Do you know which users have this issue? Please provide me their username.
Also make sure that ‘Block e-mails’ at https://wordpress.com/?ssl=forced#!/settings/subs-delivery/ is unchecked.
