No, there isn’t.
There is subscription via rss feeds and via email. Both require being at the website. For them to receive an email subscription, they would have to either click your subscribe by email widget and fill out their email information, or, if they are wordpress.com users with an account, click the subscribe button and their email info will be pulled from their account. A logged-in wp.com user can also subscribe via the “subscribe” option available in their gray admin bar.
There are numerous ways for someone to subscribe via rss feed, and many different ways of accessing and reading the feed once they subscribe. If you wish, you can send them your feed link via email, which would be “http://yoursitenamehere.wordpress.com/feed”, and then they could use that link to subscribe via rss if they are familiar with rss feeds and have a feed reader of some sort (Google reader, an email client that handles rss, a browser extension, Bloglines, etc.).
Other than sending them the link to your feed, I can’t think of another way to have them sign up for your blog without visiting it. Surely if they want to sign up for it, they can do so somewhere, sometime.
