  Are you referring to a service like Aweber or Mail Chimp or the like? Unless Aweber or Mail Chimp has a plain HTML option for their code (no form code, iframe or javascript) then you are not going to be able to use them here at wordpress.com. It could be that you can get some HTML link code from them that will allow people who click on the link to be transported to a signup form at Aweber or Mail Chimp.
