No. WordPress.com does not provide an email service for anything other than receiving posts the person subscribes to receive. Those who a submit an email address for commenting purposes do not pride you with authority to use it for any other purpose.
If you intend to harvest email addresses they you must create contact form and clearly state that those who choose to submit their email address to it will be sent additional email.
