There is an option to sign up to receive email notifications from WordPress.com in Notification Settings:

You can also follow other blogs and receive notifications of new posts by email:
https://en.support.wordpress.com/following/

All I want is to receive a copy of charlie’s writings via email, whenever he writes a new one.
I went to the links you included in your email and looked around, and can not see anything related to charlie.
Is wordpress a site that forwards charlie’s emails to people? -
Hi there,
If you want to receive emails when something new is posted on Charlie’s site, then you need to subscribe to it. Usually, there’s a box where you enter your email and subscribe.
Can you please let me know Charlie’s site address (e.g. http://www.example.com) to further assist you?

Ok. When visiting that site, and when you’re signed in to your WordPress.com account (in the same browser but different tabs) you’ll find that there is a small gray box in the bottom right hand corner of the screen. That box says
followand you can click there to follow the site for new post notifications.This would show you post notifications via The WordPress.com Reader. Click on it from the upper left hand corner of the page when you are signed in to your user account.
They haven’t enabled an option for you to follow their site via email.
