Emails are not being sent out! Meaning new users aren't going to be able to registers!

I and a my team within University are setting up our own WordPress site for a module. Using SQL database we downloaded the WordPress folder and set up wordpress and linked it to our database.
The main initial issue we’re running into is new users cannot register! Well they can fill in the username and email fields but when it says an email will be sent out to them to confirm their account, the emails we used did not receive ANY emails from wordpress.
Can anyone help us? This is a considerable issue considering this means new users can’t register as they need the email in order to confirm their account and set up their passwords and such.

The blog I’m facing issues on is on my local university server.

Unfortunately, this isn’t the right WordPress forum to help with that problem. You have a self-hosted site, but this forum is for blogs hosted here on WordPress.com. The two versions are different and have separate forums. Please post your question at the WordPress.org forum: https://wordpress.org/support/
