emails going out to subscribers, too much information

Right now when an email goes out to a subscriber at my site, it contains the entire post. But in an unpleasing way. The entire post is there, often malformed, sometimes with missing media. The announcement provides no inducement to go to the actual site where, I have to believe, it would be a better experience.
I have seen other announcements that are short with a ‘Continue Reading’ button (the text of the button may be different.)
This is what I would like to have. What am I doing wrong or is it a function of the theme, in my case Twenty Sixteen?

Hi,
There is a “For each article in a feed, show” setting at the WP Admin Reading Settings page. The options are “Full Text” and “Summary.” The setting chosen here affects subscriber email messages. See the Reading Settings support page..

No, the setting I refer to above is independent of the theme applied.

I think that what is was trying to do is easily achieved with the More tag. It turns out that the More tag affects the Subscriber notification as well as home and archive pages.
From the Reading Settings page that you showed me, it seems like the same result with the Summary option.
