embed code on free plan

this code works on biz plan. on free plan it works in admin preview but not live.
at what level will this code work? or should it work on free plan?

all it says is use vimeo block and paste “link” but code i provided is embed and did not work. so not a solution and does not answer question

To quickly embed a Vimeo video, copy the video’s URL from your web browser’s address bar while viewing the video, paste it on a line by itself in your post/page editor, and we take care of the rest!
You can’t use iframes on a free WordPress.com site, but just pasting a YouTube or Vimeo URL should work just fine.
