  You have a few options for this.

  If you want to embed and view the PDF on your site, you’ll need to use either Google+ or Scribd. See these links for instructions:

  You can also embed the PDF using Cloudup, as explained here: https://en.support.wordpress.com/embedding-media-with-cloudup/#embedding-documents

  If you want to upload the PDF into your WordPress site and provide a link for someone to download the PDF, using this information: https://en.support.wordpress.com/uploading-documents/
