Hi there,
Let me start with your second question first:
Plugins are add-ons you install on a WordPress site that adds extra features. If you wanted to embed a live chat feature on your site, for example, you’d use a plugin to do that.
Some plugins are safe, some are not, and some can completely break your site if they’re incompatible with your hosting setup, your theme, or another plugin you’re already using. But there’s no way to know in advance. When deciding which plugin to use, plugins listed in a directory like WordPress.org/plugins are usually better than ones found randomly on the web. That’s because a plugin has to meet certain standards to get listed there. But it’s not a guarantee. You also need to look at how many people are using a particular plugin, when it was last updated, and whether the plugin author provides support for it or not, when deciding which plugin to use.
If you want to use plugins on your WordPress.com site, you’ll need to upgrade to our Business Plan:

Currently, we only support embedding Twitch for live streaming: https://wordpress.com/support/videos/twitch-tv-shortcode/
