I’m trying to embed a video onto one of my posts. The video URL is http://globalnews.ca/video/embed/2518693/ and I’m having no luck getting it to play on my site.

What is the exact URL starting with http:// of your active site please?
I’m asking because we cannot accurately answer questions posted here until we have confirmed the URL referred to and verified the hosting. -

Have you tested the html snippet you have provided above? It doesn’t display the player, rather a link to the video. This is because WordPress.com strips the iframe. iframe is one of the disallowed html tags on WordPress.com. You can check about other prohibited code here: https://en.support.wordpress.com/code/
The video OP wanted to use is not using one of the supported players listed on Videos support guide: https://en.support.wordpress.com/videos/ This is why the player is not displayed but only a link is shown.

See if it is possible to download the video and uploaded it to one of the video services listed on Videos support guide I linked above. That way you will be able to show the player. In its current form, you can only show a link. -
