Employee Log in and Upload New Project

Hello,
My client requires a function where an employee can sign in and upload new projects which would then be available for the public to view and download documents from. Employees needs the ability to add:
Project Title
Description
Supporting documents (PDFs, jpgs) that can be clicked on and downloaded by anyone visiting the site.The set up would be similar to the Tenders on this website:
https://olar.on.ca/tenders/scarborough-hospital-plumbing-infrastructure-project-decanting-phaseWe are trying to avoid having employees log in to the wordpress editor directly in order to update pages.
Is there a widget with this type of functionality?

Have you considered setting up limited user roles?
For example if they were assigned an Author role, they would only be able to do the following: can write, upload photos to, edit, and publish their own posts.
