Enable/disable wordpress notification popup

    Is there a way to disable and enable the WordPress notification popup in the admin bar? It’s there in this website, but it’s not in a personal website (www.both are on v6.2.2 of WP), and I can’t work out why?

    I’m having a problem with one particular plugin where when I type in what should be a text box, every time I hit “n” the text box loses focus and the notifications appear. It is therefore impossible to type “n” in the text box, which is obviously not at all helpful. The plugin developers do not have the notification popup on their development system, and also cannot find a way to enable it and therefore cannot replicate the problem.
