Enable others to make post on blog

  Hello, I’m trying to allow other to make posts on a new blog, http://www.mcla.wordpress.com . I’ve searched tutorials but am unable to find the item to select/activate. I beleive the tutorial is an older version of WP, the version I have does not have the featue to select. SETTINGS > GENERAL > MEMBERSHIP… Can someone HELP?

  If yes, to access your dashboard click on the below link and login as admin.
