Enable wp.com visitors to upload files w/virus scan

  I have a completely basic WP.com account, and I’d like to consider the idea of enabling users to upload files (documents and audio) to the site where they can be scanned for viruses and then made available (either by approval by me or automatically) for other users to download. Does anyone know of a turnkey solution for this?

  It’s not possible at WordPress.com, and it would be expensive (in the range of $100 per month) elsewhere.
