Enabling comments

Good day. I am consistently having difficulties keeping my comments open on my blog. I go to settings, discussion and it appears all is in order as in comments are enabled. When I go to my site, however, it says comments are closed. I have tried refreshing the page, etc.
This has been on ongoing problem for many months. Please help! :)
My goal is have comments open on my blog at all times. Thanks a bunch.

You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion Discussion settings is where you set up defaults for comments.
http://en.support.wordpress.com/settings/discussion-settings/You can override the default settings and enable or disable future comments on any individual post or page.
