Enabling Multisite in WP 3.1.3

I installed WordPress 3.1.3 on my server. To enable Multisite, I added this line to the wp-config.php file:
define(‘WP_ALLOW_MULTISITE’, true);
This gave me the ‘network’ option under the tools section. That option got me a page of code to put in the wp-config.php and .htaccess files. I added the code and uploaded the files. I then had no ‘network’ option. I took the code out and was able to get the ‘network’ option back but then I again had the full page of code to put in. After adding it and removing it several times, I was unable to get past that page of code when the ‘network’ option was showing. I quit for the night.
This morning, no matter what I do, I can’t get the ‘network’ option to show. Any suggestions?
