Enforce ‘strong’ passwords in WordPress.

I’ve been looking for a way in WordPress to enforce the use of strong passwords. I’ve seen the gui aids which try to identify a ‘strong/weak’ password, but was looking for a way to actually specify what one is.
has anyone seen a plugin or other way of doing this?
