‘Enlarge on click’ automatically disables upon save. Why?

The toggle I’m referring to is found under Appearance > Editor > Styles > Blocks > Image > Settings > ‘Enlarge on click’.
I want to enable this setting for all Images on my site (or at least all Image blocks). It’s disabled by default. I click to enable it, then click ‘Review 1 change’, and ‘Save’.
Then the toggle disables itself again after I get the confirmation pop-up ‘Site updated. View site’. And none of my images can be enlarged on click.
Why does this happen, and how am I supposed to get this setting active?
