Erase Date from Medias URL

I am at my first experience with wordpress and I don’t have any experience with it.
In the WordPress Medias I putted some pdf files.
Every of this files have an URL, like this example:The problem is that WordPress generate an URL with the date in it (2018/07).
This lead to a problem: If I update the file with the same name one month or year later, the URL will not be the same anymore.
I need an URL that is FIXED and not time dependant.
I have some QR codes that are static (that redirects to a fixed URL code) and they are needed to download the pdf files once scanned.
I was looking for something like this:
Is it possible to erase the date prom the generated URL of the medias?
I altro tried to look in other blog pages and i’ve seen that in Settings –> Media some of them showed that there is an option called ‘Organize my files into month- and year-based folders’
The problem is that there is no such option on my media settings.

This forum provides support in WordPress.com sites. Correct me if I’m wrong:
I the link you sent me in order to know the difference between com vs org there is the following sentence under .org websites “Install plugins to extend your site’s functionality”.As I look in the menu bar in the wp admin page I see I have the Plugins option.
That means I have a self hosted WordPress site? -
Self-hosted is our way of saying that the site is not hosted here at WordPress.com, but on a different web host using the opensource software from WordPress.org.
