Can you tell me what your goal is with that page?
What you have there at the moment is a contact form, not a signup form. In other words, people can use that form to send you a private message. But it will not subscribe them to updates on your site or to a newsletter subscription list.
Contact form submissions are forwarded to you via email – by default they go to your WordPress.com account email, but you can also specify a different email address where they should go when creating the form. You can also view form responses in the dashboard under My Site ->Feedback ->Form Responses, which will take you to https://oilsandmoreph.wordpress.com/wp-admin/edit.php?post_type=feedback

If your purpose with that page is rather to give people a way to sign up for email notifications for new posts on your site, you’ll want to replace that contact form block with a subscription form block instead:
https://wordpress.com/support/wordpress-editor/blocks/subscription-form-block/
If someone subscribes via that block you’ll get a notification in the admin bar, and via email if you have email notifications enabled for this. And you’ll be able to see your subscribers under My Site ->People ->Followers and People ->Email subscribers.
