Error 403 and Error 404, together

My wordpress.com blog is linked to a custom DNS – soulgate.com.au – Nothing has been changed recently to stop the site from working, but it is inaccessible.
The error message when I enter the domain address/ use a bookmark/ use a hyperlink/ Google is in 2 parts and reads:
1. (shows as error 403 in the tab)
“Index of /
cgi-bin/
test.html”2. “cgi-bin/” returns:
“Forbidden
You don’t have permission to access /cgi-bin/ on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.”I have cleared the cache, tried using a different, cleared browser but still get the same error. Have’t been able to find an answer in the forums either.

Yes, I can still access the WP admin panel.
Strange that the domain name shows as ‘Available for purchase’ as I just renewed it in June(?) And have just checked my registration online – due to expire in 2015; And my WP domain subscription expires February 8, 2014(?).
I have received an answer back from my registrar to repoint the DNS. They have been implementing changes and seems that has caused the DNS names to be altered to their default.
Now I have to wait several hours – hope this works.
