Error Buying plan!

I am trying to purchase a plan but i keep getting this error ‘Purchases are currently disabled. Please contact us to re-enable purchases.’ reported it n no. of times but unable to complete my purchase. My card was declined twice maybe because I used a link which was sent sometime back to complete the purchase. but there is no issue with my cards and even after trying again with new links sent on my mail , it’s the same error!!! what do i do?
