Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Clicking this link should display all blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If you do not see the blog here http://en.support.wordpress.com/my-blogs/ then
follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibilityProvided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. If the timeframe for refunds has passed you can cancel the upgrade and also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
