Error establishing a database connection

  I have a VM on Azure which runs Ubuntu. WordPress is being used and we use it to develop our website. Dreamhost is hosting our existing websiite, http://www.stbc.net.
  I use Duplicator pro to move the new website over but the pkg stops because it can’t connect to the db, not running, etc..
  I tried Manager WP yesterday and id a clone which was succesfull but when trying to bring it up in a browser, got a blank page.
  Did a Dreamhost restore to get the old website up, but geta db error.
  Any help woul be appreciated.
