Error establishing database connection

I received an error page saying it is unable to establish a database connection. Nothing was changed for username and pw in wp-config. What does it mean if it can’t contact the localhost?

@fstat, I was just curious and wanted to know, how is the above user’s site wordpress.org hosted if it is ‘design894675846.wordpress.com’?
As per my knowledge, sites in wordpress.com with a free plan comes with <sitename>.wordpress.com with it. At least that’s how I identify them.
Could you please explain? Also, please correct me if I am wrong here.

The site indicated in their post is not the site they need help with. We know this by reading their question – if they’re able to directly edit the wp-config file, then they’re not speaking about a WordPress.com site, nor does the mention of localhost have anything to do with WordPress.com. You’ll only ever encounter those terms if you’re working with a self-hosted WordPress installation.
The “blog I need help with” gets completed automatically with whatever is set as someone’s primary site in their account if they don’t manually select a site, so never assume that’s actually the site someone is asking about.
