Error in wp-includes/load/php

My website had been hacked and my provider had me delete all the files that had been uploaded, but now when I go to my website it says:
Fatal error: Call to undefined function apply_filters() in /customers/1/b/d/balanceyou.net/httpd.www/wp-includes/load.php on line 316I tried going to line 316 in wp-includes/load.php and chaged it from true to false but it still doesn’t work. What do I do now?

It seems that your site (http://www.balanceyou.net/) is not hosted on WordPress.COM. Your site is hosted on One.com with a software install of WordPress.ORG which means that it is not applicable to this forum.
It would be better suited for you to ask this question at https://WordPress.org/support/ for a more accurate answer. If you don’t have a WordPress.ORG account you’ll need to create one. Your WordPress.COM account won’t work there.
