Which one?Are you using a router?
Are you on a corporate network?

As the error message mentions a proxy server, have you tried disabling your proxy and connecting to the internet directly and/or checking that your proxy settings are correct?
We are very limited in our ability to help with this, as connecting to the web via a proxy is something you set up on your computer and browser. If your proxy isn’t working, you’ll need to contact whoever is providing that service to you for help in fixing it.
