Error – 'The transaction was declined. Please try another card'

Hi, I am trying to make the payment for a Personal Plan, however I keep getting this error message ‘The transaction was declined. Please try another card’ as soon as I press the Buy Now button, without saying anything else more specific as to why it is declined. I have used this card earlier with no issues so can’t figure out what is wrong. If someone is able to help would be great, thanks!

Below are the only accepted means of payment.
http://en.support.wordpress.com/payment/In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

Hi, Thank you for your reply. I have a Visa card, the country is Romania so I saw it’s covered, other than that not sure what else to check, as the error message is very vague and the card worked earlier on another site. Thanks,

1. What is the domain URL that you want to upgrade to?
2. What is the underlying .wordpress.com URL?
3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
4. If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account -

I don’t see any failed payment in our system, which means it’s most likely your bank or credit card company that’s blocking the transaction. Can you please contact them and check if that is the case?

Thank you very much for your prompt responses. Just tried again this morning, cleared again all cookies and it seems it was ok this time, the card was accepted. Thanks again!
