Same was happening with my site Tiktok Downloader. I faced this issue more than week when i uploaded wp rocket. Then my friend told me that before uploading, you should extract the main wp rocket file and upload it. The same process i followed and finialy wp rocket was installed successfully.

Exactly i was facing this issue while uploading Yoast. After reading this, I have done. Thumbs up.
