error WP_DEBUG please Help

  hi i hev problem to config.php is not show
  define( ‘WP_DEBUG’, true );
  define( ‘WP_DEBUG_LOG’, true );
  define( ‘WP_DEBUG_DISPLAY’, true );
  Ned
  I tried to install several times wordpress end nothing show to config.php
  I can’t install my THEME
  this is mesagges is showing
  Please make sure that WP_DEBUG is set to false in wp-config.php
  please help my
