Hi, how can I make my WP site EU GDPR compliant, while the free plan does not allow to install any plugins? Is there a way to block users from European countries?

Hi there, all free sites on WordPress.com now have the Cookies & Consent widget enabled automatically on their sites https://en.support.wordpress.com/cookie-widget/ but adding the widget in itself does not necessarily make your site compliant with GDPR.
You will need to ensure your own practices are compliant as well. This infographic (also mentioned in the above resource) may help: https://ec.europa.eu/justice/smedataprotect/index_en.htm
