EU Net Neutrality Pop Up Ad

Hi,
There is an EU net neutrality ad that pops up almost always when somebody tries to hit submit when they try to comment on my posts. A few people are thinking I am promoting it, but I’m not. It is becoming irritating for interactions .
Can you help me remove it form my site. I have installed ad bloc on chrome, though it does not pop up for me, it does not solve the problem of the ad popping up every now and then. The problem rested when I changed the theme, for a few days. But it has started popping up againMy url is vaayadipennu.wordpress.com

No I’m not referring ot this EU cookie policy banner. I haven;t even added it as a widget. This is a pop up that pops up for some of my visiters and takes over the entire page, when they hit submit. Comment also does not get submitted and the bloggers are irritated.

I’m not seeing this when I go to your site, and it sounds like it could be adware/spyware on their local computers.
