Expired Google Plan stuck

  My Google Starter package expired. I have not received the trial package email from Google so that I can transfer my billing. According to Google, I’m still on a reseller plan. How do I get my plan unstuck? The Help AI can’t decide if it can or cannot connect me to a Happiness Engineer.
